HIV Care

The HIV Care Program works to:

  • Improve the quality, availability and coordination of outpatient health care and support services for eligible low-income individuals and families living with HIV in North Carolina.
  • Provide eligible low-income residents of North Carolina with essential medications, insurance premium assistance and copayment assistance for the treatment of HIV, related conditions, and other co-morbidities, as well as prevention and or treatment of related opportunistic infections.
  • Increase access to and ensure the provision of safe, decent and affordable housing and housing-related services to eligible persons living with HIV and their families.

Federal and state funding programs allow DPH and partner agencies to provide HIV Care and Housing services through ten geographically defined HIV Care and Prevention Networks. One such funding program is the Ryan White HIV/AIDS Part B Program administered by the U.S. Department of Health and Human Services; another is the Housing Opportunities for Persons with AIDS (HOPWA) program funded by the U.S. Department of Housing and Urban Development.

The Ryan White HIV/AIDS Program External link funds state, metropolitan and community-based programs to provide critical services to low-income persons living with HIV. Funded Ryan White Part B Care services include outpatient/ambulatory health services, medications, mental health services, substance abuse outpatient care services, oral health care, early intervention services, health insurance premium and cost sharing assistance, medical nutrition therapy, home health care, home and community-based health services, medical case management including treatment adherence services, transportation, emergency financial assistance, food bank/home delivered meals, health education/risk reduction, linguistic services, non-medical case management services, psychosocial support services, and referral for health care and support services.

Housing-related services include supportive services, tenant-based rental assistance, short-term rent, mortgage and utility assistance, permanent housing placement assistance, housing information assistance and resource identification services funded by the U.S. Department of Housing and Urban Development via the Housing Opportunities for Persons With AIDS Program (HOPWA) External link.
